Courtroom Testimony Overview
The vast majority of criminal court cases involve narcotics arrests. Since these criminal cases are often used to set new case law, having police officers learn how to testify better in court will help result in the formulation of good case law. This course will train drug officers to articulate facts in a courtroom or deposition setting in a professional and accurate manner.

Objectives

·       Recognize the special concerns of motions, suppression hearings, and deposition testimony.

·       Understand the types of examination in court: direct, cross and re-direct examination.

·       Utilize courtroom tactics to ensure an accurate and professional testimony.

 

 

Mexican Drug Trafficking Organizations
This course will present the most up to date intelligence on Mexican Cartels operating in the United States. It will include the identification of cartel domination of trafficking routes and distribution points, organizational structure, identification of methods of operation, cartel training facilities, enforcers, and the Mexican government’s strategy to deconstruct these organizations.

Objectives

·       Understand historical perspective on drug trafficking in Mexico

·       Identify leadership of each Mexican Trafficking Organization

·       Identify Trafficking Routes

·       Identify battles between cartels in Mexico and the United States

 

Funding Terrorism through Narcotics
This topic is designed to provide law enforcement officers with the knowledge and skills to recognize and disrupt the funding of terrorism through the trafficking of narcotics in the United States and internationally.

Objectives

·       To identify methods of disrupting the planning, preparation, and execution of Islamist terrorist activities.

·       To acquire the knowledge and skills for the pro-active prevention and defeat of the suicide terrorist threat.

·       To identify sleeper cells funding terrorism through narcotics and other crimes.

·       To survive a suicide bombing.

·       To understand engagement criteria and the use of deadly force.

 

Identifying Drugged Persons
This session has been designed to improve your ability to recognize individuals who may be medically impaired or under the influence of drugs. It is likely that you have encountered individuals who were under the influence of drugs rather than alcohol. Depending upon the specific type(s) of drugs the individual has taken, some individuals may appear similar to persons who are under the influence of alcohol. Other individuals will look and behave differently from an alcohol-impaired individual. It is important that you be able to recognize suspects who may be under the influence of drugs so that you will know when to summon assistance from physicians, trained Drug Recognition Experts (DREs) or other appropriate persons.

This training program will not qualify you to perform the functions of a DRE. It will, however, assist you in recognizing some of the signs and symptoms associated with drug influence or when an individual needs medical attention.

Objectives

·       Recognize impairment associated with drug use.

·       Define the word “drug” as it relates to traffic safety.

·       Identify the seven drug categories and recognize the major observable indicators.

Successfully document the observable impairment.

This course is for one week (4 - 8 hour days Mon-Thur and a drug dog competition on Friday).  The course Instructors will be from the Multijurisdictional Counterdrug Task Force Training Center at the St. Petersburg College in Florida and Little Rock K-9 Academy.
